DHCPserver restarts every 5 minutes. Windows 2008R2

I start the service DHCP. It starts. Clients are able to get a IP address.
But in events I see that the service DHCP stops and starts every 5 minutes. As a workaround I created an other DHCPserver on an other server and this one is still running without a problem.
