I have exactly the same problem that this link :
Manually DNS registration error - I have 1 DC Windows 2008 R2 Standard - Dynamic updates: Secure only -
My problem: I can not add "A" record manual to this zone. Error message: "The host record <host.Domain.com> cannot be created. Refused"
When I join a workstation to domain than the DNS registration is OK. My First windows 2000 server DC was in French and now all my servers are in English. If I check :
1. Open GPMC, Select "Default Domain Controller Policy" and choose edit.
2. Under Computer configuration, expand Windows Settings\Security Settings\Local Policies\User Rights Assignment
3. Locate "Manage auditing and security log" and add Administrators ,
I Have the users group "Administrateurs" in french and I can not add "Administrators". I don't understand what Can I do ...Could you help me ? I tried add "Administrators" in \Builtin but it doesnt' work
