Using DHCP mac filtering to create a subnet and setting up a static route

Hi Everyone,

I have a pair of DHCP servers (2012 and 2008R2).  I have DHCP MAC address filtering enabled on each server.  A have around 100 devices which are in the deny list on one server...and the allow list on the other server.  This works great - so the devices get an IP address on a different subnet (172.16.0.0) to the rest of the network (10.10.0.0.).

Now I would like to set up a static route, so that the devices on the 172.16.0.0 network can reach a couple of devices on the 10.10.0.0 network...and maybe reach the internet (TMG 2010).  Only the core switches are managed - all the switches in the rooms are unmanaged, so can't do VLAN.

Does anybody have any tips onto how I can set up a static route between the two networks?  I would like to use remote routing and access services, which I have installed and enabled, but I have not been able to get any of the static routes working....

My question is....what would a static route look like to go from the 172.16.0.0 subnet to the 10.10.0.0 subnet?  I don't have a hardware route for each subnet - I am using Windows server dhcp and dns services and TMG as the internet gateway.
