Server 2003 DHCP - Change in Policy

our current set-up is this:  Server 2003 Domain/DHCP/DNS

I'm fairly inexperienced in setting up DHCP.  Currently, our DHCP server is set for reserved addresses only.  Due to poor prior management, we've reached a point where the number of available addresses are dwindling.  I'm finding it increasingly difficult to discover IP Addresses that I can reclaim and the entire process is dragging on.

In a prior organization I worked at, they had DHCP set up to deliver an IP address as long as a machine had an AD account.  It was also set up that machines that had not logged into the network in 30 days were automatically dropped and had to be re-added by an admin.

Is there way we can migrate to that policy?  Are there other alternatives that make more sense and require less administrative overhead but are still secure?  What are the consequences in changing how DHCP delivers IP's?
