Configuring authoritative time server with multiple DCs

Thanks for taking the time to read this, any help is greatly appreciated.

My desired setup:

Client computers get time from PDC

PDC gets time from the secondary DC

The secondary DC gets time from internet

(my thought is that I don't want the PDC issuing time requests to client PCs and getting time from internet.  Thus I am wanting the PDC to get time from secondary DC and that secondary DC getting time from internet)

My problems:

Client computers are getting time from the secondary DC

PDC's time source is local CMOS clock

My questions (and please correct me if my though process is incorrect here):

How do I make the PDC get its time from the secondary DC?

How do I stop the secondary DC from advertising time to client PCs but keep giving time to PDC?

Once that is done how do I make all client PCs point to PDC for time?

Known information:

Both DCs are Server 2008R2

When I run W32tm /query /status on PDC it lists the source as Local CMOS clock

When I run W32tm /query /status on secondary DC it lists the time source as Pool.ntp.org,0x8
