Trying to add second scope on dhcp 2008 R2

I have tryed to add additional Ip addresses by simply going to dhcp on 2008 r2 and adding a scope.

Currently we have 10.1.0.1-255 /24

and 10.1.1.x which is being used by a sub domain dhcp server.

So I simply added a scope for 10.1.3.x -10.1.3.254 /24.

I activated it but I dont see any computers using it. Also when I try to set  a workstation statically with an ip like 10.1.3.50 it does not connect to the internet or local network. 

Is this not the way to do this ??
