Use internal DNS to point at a URL on a WAN

We have to use our internal DNS servers to point at an external URL. This URL is not the same as our internal domain e.g

http://some.other.domain.com    to     46.254.XXX.XXX

Of course this can be done per machine using the hosts file. However the phone handsets have no hosts files and need to be able to access the site via URL.

Basically can this entry be made in our internal DNS on WIN08R2?
