DHCP 2012 Failover Settings

I have installed 2 Server 2012 DHCP servers and have created a DHCP failover relationship to migrate our current 2008 R2 DHCP server to.  It is setup in Load Balance Mode with the Local Server at 70% and the Partner Server at 30%.  The Local Server is a Physical Server and the Partner server is a Virtual Server.  We have about 60 scopes that we provide DHCP for.  A few of the scopes have only about 5% of the scope's IP addresses available during periods of the day and they are not going to be increased in size anytime soon.  Some of these scopes also have clients that are constantly moving around so we have the lease duration set to 15 minutes.  Considering the lease time of 15 minutes on some scopes what should I set the State Switchover Interval and Maximum Client Lead Time to be?  Thanks!
