SMTP server 2008 Not using TLS

I have setup a SMTP server 2008 and purchased a SSL cert for it. The cert is found in the SMTP properties. When i telnet to port 25 and do a helo starttls does come up. I am using this SMTP server for sever applications to send email only. I have restarted services and checked the TLS boxes in the SMTP setup. I cannot get this smtp server to send using TLS. Port 465 is setup in the SMTP settings, default when you setup the TLS in the SMTP settings. How do i get the SMTP server to send using TLS? I have googled until my eyes bleed. Any help will be greatly appreciated.
