what is the difference between deploying site-to-site vpn via ipsec console and RRAS console

hi friends, how are you ?

i am talking about win 2008 R2

we know that we can deploy a secure tunnel between 2 vpn server via 2 mothods :

1) ipsec tunnel mode

2)  RRAS console and select L2TP as vpn type.

do these two do the same task ?

or what is the ifference between these 2 solutions ?
