Why are these machines getting an IP address?

We have a pretty small shop, about 300 file servers and about 1,500 workstations.   So in AD we have 27 subnets defined.   One of these is 10.10.141.x   It is the only subnet that begins 10.10.141.    On this subnet we only have file servers.   I pinged this entire subnet and found many free IP's.    So I created a new DHCP scope and set it up like this.

10.10.141.6   to   10.10.141.15

But before I did that I made sure there were no machines answering a ping on these address.  .6 to .15 were all free.   So I created this new scope and within seconds machines were showing up in the "address lease"    One was a server and I logged into this sever via RDC and it's IP address was 10.10.141.66and it is Hard Coded.  

So why would this server and a few other workstations show up under the "address lease"?
