DHCP client can't obtain IP from DHCP server not

Just built a DHCP server on 2008 R2 but client can't obtain IP from this server.

Those PC still obtain from current DHCP on 2000. Since they are in different address pool.

I want to know is any problem of DHCP service on 2008 R2 ???
