Windows Server 2012 Assigning IPV6 Addresses with mask of /128

My DHCPv6 Server in Windows 2012 as an IPv6 scope of 9f33:b000:0:1::1000/64 to 9f33:b000:0:1::2000/64 .

But when I connect Windows laptop to it, it receives an IPv6 address from Windows 2012 server with a mask of /128; for example 9f33:b000:0:1:d69a:4fb1:1c5a:3c62

The question is why?

Anybody out there use DHCPv6 Server on Windows 2012?
