Moving from a flat network.

Ok, so currently I have a pretty flat network. I inherited this mess from my predecessor. You'll see why they were my predecessor here in a second. 

The current LAN range is a 38.195.213.0/24. Which in reality is a routable address owned by an ISP. Not my ISP in anyway shape or form. My predecessor said the reason why he set the network up like that was because "it was always like that, why change it". The business plans on growing in the next year or so and I really need to get the network off this range; 254 hosts isn't going to cut it. I want to put the network on a 10.0.0.0/8 range.

I have about 16 servers. Two are DNS servers running Windows 2003. The main DNS has Active Directory, DHCP, and is the domain controller. Then all the desktops, networking equipment, etc to go along with it.

I have Layer 2 switches and a Meraki MX100 router. 

So, what I'm asking is what is the best way to move the network/DNS/etc off the 38.195.213.0/24 and onto 10.0.0.0/8.
