Issue: IP Phones cannot communicate handset to handset between sites
We have a IPSEC Vpn between 2x Sites
The IP Phones on the main site are on static ip addresses
The IP Phones on the remote site get IP from DHCP
As a simple test, From Main Site - I can ping all the phones at the remote site. From the Remote Site I cannot ping any phone at the Main Site
If I set the phones at the main site to get IP from DHCP - I can ping the phones at the main site from the remote site and handset to handset communication between sites works.
Phone Tech, does not want to set phones at main site to get IP from DHCP, so I need a fix.
What do I need to do in the configuration to make this work.

Basic Config Info Below:
VPN is working. I can connect to servers, RDS Server etc.
Site 1 - Main Site
DHCP Server - Server 2008 R2 (IP is 192.168.16.2)
Scope 192.168.16.20-199 (Phones are static on 192.168.16.201,202,203etc
VPN Router is Netgear UTM5 - Set to DHCP Relay to main DHCP (192.168.16.2)
Site 2 - Remote Site
DHCP Server - Using Netgear VPN Router (UTM9S)
Scope 192.168.1.2-199 (Phones are on DHCP Assigned Addresses 192.168.1.2 ,3,4 etc)
