Windows Server 2008 R2 RRAS/NAT connected machines have (very) slow internet

Here's the setup we're currently working with and if there's any other information that could help diagnose the issue let me know:

Internet-----(Public IP) Windows  Server 2008 (172.16.1.1/16) ----- (172.16.0.1/16) Cisco Router (192.168.1.1) ---- (Lab computers)

The Windows Server is configured for DC, RRAS, and DNS server. The RRAS is configured to nat on both the private interfaces 172.16.1.1 and 10.100.0.1 (for vpn connections, which work great and have no speed issues)

Static routes exists on the server for the 192.168.1.0 network and default routes exist on the 192.168.1.0 hosts to the router and on the router to the windows server. DHCP is not enabled on any devices and NAT is not enabled on the router.

Our issue is that while the computers on the local 192.168.1.0/24 network can create connections to hosts on the internet they max out at about 200-300 bytes per second and are often dropped for this reason. Connections between the server and the 192.168.1.0 hosts are fast as are vpn connections through the 10.100.0.0 network to the internet, but we still can't get the 192.168.1.0 host connecting to the internet with any sort of stability or speed.
