How do I configure Windows Time Service to get the time from a domain controller and then broadcast it on a different network?

I have a Windows 2003 server that has two NICs and one is connected to our main LAN with the domain controller and the second to a network with network cameras attached.

Can I set up the server to be a NTP time server on the device network without affecting the main network?
