DirectAccess Windows 2012 local resource issue when connection to datacenter fails

Hi

So here's the scenario and I'd love some guidance.

we have 3 data centers where DirectAccess is configured for all clients based on GeoLocation.  It works great and everyone loves it on a regular basis.  We also have about 20-30 remote offices that connect to these data centers via VPN tunnel and may have some small file/print servers as well as a local domain/DNS/DHCP controller

We've run into some small issues where the VPN tunnel would go down either fully or partially and the NLS server would be unreachable.

When this happens clients try to connect via DA but as the outside address is not listed in the DNS server it fails to connect, second as it can't connect to the NLS server or the DirectAccess server clients can't access local file/print servers.

so I guess the 2 questions are

1.  Should we list the external DNS address to the DirectAccess Host in our internal DNS?

2. IS there a way for clients at a remote site to access local resources when VPN tunnels and DirectAccess are down?
