RRAS Service Fails to Start

The Routing and Remote Access service terminated with service-specific error 31 (0x1F).

EventID 20103

Unable to load C:\Windows\System32\iprtrmgr.dll.


I found some suggestions here http://support.microsoft.com/kb/299013/en-us but this didn't fix it.
The registry settings are there, the files there. I've attempted to uninstall/reinstall RRAS. I don't have a dial-up modem installed, which was suggested to delete and re-add. I don't know how to reinstall TCP/IP in Windows Server 2008, so I didn't try that suggestion. Anyone have an idea on how to fix this?
