dns zone transfer options reset when dns service is restarted

I have an AD-intrgrated zone on our 5 domain controllers.  Each domain controller has dns running.  Servers are 2003 SP2.  Three of the servers are at my local site, two are at remote sites including one at our corporate datacenter.  On one of corporate datacenter's dns servers, they have our zone set up as a secondary zone, being transferred from our dns server(s).  If I go to the zone transfer tab of our AD-integrated zone and check the box to allow zone transfers everything works just fine.  However, if I reboot or restart the DNS service, the zone transfer settings change back to having the box unchecked!  If I observe the registry settings at HKLM\software\microsoft\windows NT\CurrentVersion\DNS Server\Zones, I can see the parameters are correct when I set them with the dnsmgmt console.  If I stop the service, the registry settings remain correct.  When I start the service back up, the registry settings go away and change back to the defaults as if the "allow zone transfers" box were unchecked.

I have tried all three option in the "zone transfer" box and they all exhibit the same problem.  All of the dns server/domain controllers exhibit the same problem also.

I suspect that there may be a GPO related to these settings or something but I cannot find anything other than these registry settings.
