Ho to configure a subnet on a LAN in a Microsoft server infrastructure with TMG 2010 firewall

We are having a new VoIP telephone system put in. The supplier requested a VLAN to run the switches on with an optional subnet.We can easily create a VLAN on our Netgear switches but I am unsure as to how best to create a subnet on our LAN.
Should this be done on our firewall or is there a way to do it on our Netgear switches?
The switch is a L2 switch so I assume the routing would have to be done externally i.e. on the TMG firewall?

We could simply use spare internal IP addresses as we have plenty of them but I think it would be neater to have a separate subnet for our telephone system.
