IPAM IP Address State - Inactive?

Hi,

I am looking at implementing IPAM into our environment, specifically to be able to automatically assign static IP addresses to virtual machines that are not in use.

I am importing from an IP address spreadsheet. For IP addresses that are free should these be imported as "Inactive" or should free IP addresses not be imported and leave IPAM to work out that they are available? 

For example, I have an IP address range 10.0.170.0/24.

I have a csv file that lists 10.0.170.1 through to 10.0.170.254.

For addresses in use or reserved these are listed as such. But for addresses that are free I don't knoow that if they are listed as inactive will they be clasified as free and available for use?
