Help with psexec connecting

hey guys.. be easy on me.. my first time posting here.  first of, here is my situation.

we have a windows 2008 server that acts as both the DC, DHCP Server, DNS Server, and Active Directory.  this server is connected to a cisco switch along with our desktops.  the cisco switch is connected to our asa cisco router that routes everyone to the internet.  very simple.  

now my trouble is, i'm trying to use psexec to invoke a remote command from one desktop to another to start a program.  everything works, but it takes 2-3 minutes to actually initiate the program.  but if i change the network settings on the target desktop to remove the gateway or configure the dns to google, it immediately starts the remote program.  i'm trying to figure out why this is.  i don't know to much about networking to figure this out.  or i'm not sure its authentication or something else entirely.  so once i connect altering the network to remove gateway or change the dns to google, and then reboot, it does not connect any more.

also note.  we have no firewall enabled, all ports are open, rdp, ping, everything all works.  any insight to this would be appreciated.  thank you in advance.
