How do I get computers off the backup DHCP server?

I have two DC's with DHCP roles. DC2 is the primary with 80% of the scope. DC1 is the backup with 20% of the scope and a 1000ms delay before it responds. At some point DC2 lost connectivity, and DC1 started issuing leases. Now that everything is fine, how do I get those leases back over to the primary DHCP server?

If I delete the lease on the server, and do a /release /renew, it just goes back to the same IP on the backup server. When the lease expires it renews again to DC1.

At this point I'm thinking of deleting all the leases, taking down the service, and renewing all the DHCP records. That will force them (hopefully) to get a lease from the primary DHCP server and stay there.

I think there has to be a more elegant solution. I've read tons of articles on how to set up scope for fault tolerance, and it worked beautifully. But I can't find any article that mentions how to get back to normal. Any ideas?
