Superscope - 1 out of 2 scope not working

I have a Windows 2008 R2 server. I created a superscope and the 2nd scope is not dishing out IP's.

The 1st scope is 192.168.1.0 and the second is a 10.1.1.0.

Both scope's is Scope Option has Router pointed to 192.168.1.1 and DNS servers pointed to 192.168.1.2

Any ideas?
