vpn with server 2003 ras

I have configurer the VPN access on the server 2003 and I have created a user and group policy and I still receive the error messasge ERROR 691 whenever I try to connect. It tells me that it is verifying the user but then it disconnect me. What am I missing on the server side to enalbe or disasble to accept the user?
