NLB Nic is not routable without a configured Default gateway

We have a scenario where there are 2 servers setup in a NLB cluster.  Each server has 2 nics each, 1 for MGMT and 1 for NLB.  Each nic is on the same subnet but only the MGMT nic is configured with a default gateway.  The MGMT IPs are able to be pinged and can even resolve an IIS page outside of the subnet, but when trying to ping or resolve the NLB IPs or Cluster IP, we cannot.  When we put in the gaetway, we can reach all IPs.  I was under the impression only 1 gateway should be configured.  So why wouldn't we be able reach the NLB nics when the gateway is left blank?
