Server 2008 DNS can't resolve a name, but clearing the cache fixes it

Greetings,

I cannot resolve cdc.gov on my dns server via a nslookup. However, as soon as I clear the cache the server can resolve it. I have two more servers BIND and Server 2003 that can resolve cdc.gov without any intervention. I have been unable to find a solution anywhere and figured I'd post here and see if anyone else has seen similar issues.
