Without Active Directory ,NPS cannot Work ? Like cannot check EAP(Extensional Authentication Protocol),which not is the Macrosoft

Without Active Directory ,NPS cannot Work ?  Like cannot check EAP(Extensional Authentication Protocol),which not is the Macrosoft's PEAP or  EAP-MSCHAP v2.  I am sure I has registered my eap method in the Registry but I not install the AD（Active Directory）。After installed AD，NPS can check the EAP(mine implenting,not the PEAP or EAP-MSCHAP v2).why???

Who can expain this ?

Another question :the user who want get the NPS authorization  must included in AD ?  like the following: 

xx-xx xx:xx:xx:xxx:: NT-SAM Authentication handler received request for XX\xxxxx.
xx-xx xx:xx:xx:xxx:: Validating windows user account XX\xxxxx
xx-xx xx:xx:xx:xxx:: Sending LDAP search to WIN-xxxx.xx.xxx.com.
xx-xx xx:xx:xx:xxx:: Successfully validated windows account XX\xxxxx. 

Is it Must?  Can I stop NT-SAM Authentication?  can a user who is not in AD get authorization???
