2012r2 DHCP Server Service starts, but does not work after server reboots until service is restarted

I have multiple 2012r2 DHCP servers. Recently I have had multiple DHCP servers crash because of power problems.    When the servers get power and come back up the DHCP service is started, but will not work until I restart the service.  I do allow those servers to update and reboot as needed, but I have never had an issue when that happens.   Not sure if I should change the service to Automatic(delayed start), but does anyone have any ideas why I would need to restart the DHCP server service in these situations?  This has happened 3 times this week on two different DHCP servers, which are also Domain Controllers.  As soon as the DHCP service is restarted, dozens of leases start showing renewal within a minute.  It really messes up our monitoring, because we can see those servers go offline, but we monitor the DHCP server service when it comes back online and think all is good.
