DirectAccess location specific issue

Dear Experts,

Implemented DirectAccess on W2012 and Windows 7 clients. Everything is working fine except Canada-Toronto location along with WebSence.

One of our users was on business trip to Vienna last week and he was one of the users that have issues with DA. He told me that during his stay  at Vienna the DA work for him like charm.

When he come back to Toronto on the first day after he was here it works again and on the next reboot it stop working until I explicitely "Allowed - Inbound Outbound port 8081" was configured in Windows Firewall.

We tried this workaround on all the laptops in Toronto and everything went fine.

So most probably CRL cache expire and  his computer was not able to download the new CRL.

So what changes!
The location and  from my point of view the only  think that is  change with the location is the Public IP address that he will  receive from WebSense.

Your help is highly appreciated...
