Always On VPN - Traffic from Internal Network to Device Tunnel Address

With Always On VPN if I have a device tunnel connected I cannot access the IP address of the device tunnel on the client from the internal network.

If I connect a user tunnel I can ping the IP address of the user tunnel from the Internal network.

They are on the same subnet (device/user tunnels).

Why can I access user tunnels but device tunnels I cannot?

If I tracert the device tunnel client IP address from an internal resource it makes it to the RAS server internal interface and dies there. User tunnels work however.

Can anyone explain this?
