How to get them to release IP's in Scopes / Superscopes

Ok so i have been working on this a while now.  I am running out of ip address on my server 2012 r2.  I created one large scope 192.168.1.0-192.168.10.254 on subnet mask 255.255.255.0  (the original scope was 192.168.1.0-192.168.1.254

Which the server stated was too large and made them into super-scopes.  Which i would like to assign specific devices to different scopes.  But of course this isn't working for me as the subnet error keeps occurring every time i try to assign a device (manually) to a particular scope range.  Looked at assigning by BootP and User class or device class but can't seem to find alot of info on how that works.



I use a router Netgear 6700v2 which is DCHP enabled.  On address 192.168.1.1
