DHCP Will not become Active

I was running Server 2008 Standard with Hyper-V and three VM's, we upgraded to Server 2008 R2 Enterprise and now DHCP will not become active. The DC is a Hyper-V Guest and is also the DHCP server. I have deleted the scope an recreated it, I have removed the role, rebooted and reinstalled it. DHCP will not work.

How can I fix this problem?
