IPSEC VPN Issues on a Hyper V Server

I cannot seem to connect externally to the RRAS server 

I have setup initially the VPN  on the VM and can connect from other VM's on the same host but cannot connect from machines outside the network or other machines internally that are not on the host... 

This is an IPSEC VPN I have even turned the host and VM firewall offf

Originally the VPN was on another older server that was not virtual so I know the firewall rules are OK. I initially though it was the Virtual switch but I have deleted and recreated this and still the same

Any ideas?
