LAN clients cannot get DHCP address when VPN users are connected to RRAS server

Hello,

I recently stood up a Windows 2016 RRAS and am having an issue that I can’t seem to get to the bottom of. The server is functioning as expected to a certain extent, except when more than 2-4 users connect. At this point all internal LAN clients cease to be able to get an address from the DHCP server. Assigning a static address to the clients (from their appropriate VLAN) works without issue, as one would expect. All VPN clients that are connected can access resources without any problem, as the resources are on the same subnet as the RRAS server.

Configuration:

RRAS: Windows Server 2016, DHCP assigning IP addresses for VPN clients, no routing being done, no IP helper

NIC1 - <External IP Address>

NIC2 – I92.168.2.xx

Internal – 192.168.2.xx  

RRAS server has been allotted the first 10 IP address in the correct scope on the DHCP server.

DC: Windows Server 2016 – DHCP,DNS

NIC – 192.168.2.xx

LAN Clients: Reside on several different VLANS, IP helper addresses are correct for each VLAN that is setup.

I’ve reset the configuration of the RRAS several times with no success to find a resolution. Toggled split gateway on/off the client side. (I know shouldn’t have any affect, but I’m grasping here) Once users have disconnected form the RRAS all DHCP functions return to normal for all VLANS.

Its probably is something exceeding simple, but I’ve been standing to close to it for so long I can’t see it. Any help would be greatly appreciated!!
