Servers not registering in a new 2008 R2 DNS/Domain Controller

I recently deployed the first 2008 R2 DC in our 2003 Functional Level Forest/Domain. All replication looks correct, no errors. Ran DNS DCDIAG tests, no errors. We are building out a new datacenter and I put in two 2012 member servers. When I set their DNS servers I listed the new 2008 R2 DNS as the primary and another 2003 DC/DNS as the secondary. The servers would not register in DNS. Once I flip them around and make the 2003 DC/DNS as the primary and the 2008 R2 as the secondary they register fine.

When these servers were built they were built with a DHCP address which is set to auto register in DNS, but this happens to be the 2003 DNS servers. Once moved to the new datacenter the were given static IPs. So there were old host records in DNS for these. Why would they not update the records? Perhaps a security thing since DHCP created these?
