How to Allow a Public IP Address Access from Inside a Windows 2003 Server-based LAN

     Recently, a VOIP system host (PBX) was set up and the provider attached it to a switch on our internal LAN.  This box was assigned a public IP address from a pool provided by the ISP.  Now the VOIP provider has sent a VOIP phone to one of our offsite offices and now we can't make or receive calls on the phone.  The provider says this is because the PBX cannot receive/respond to pings.

     We have a Windows Server 2003 with two (2) NICs, one public-facing with a public IP address (from the same pool)  and the other internal-facing with a private, static IP as it is also the DHCP server.

     I tried setting a static route in Windows Server, thinking I should just bridge out the unit from the internal side since that's were they hooked it in.  (RRAS is installed on this server.)  Still we see no responses to echo requests.  

     Not that I am too crazy about having something public inside the LAN, but any thoughts would be appreciated.
