2012 DHCP Server Leasing Addresses to machines - Machines are not showing/grabbing addresses

We recently updated our DHCP server from 2008R2 to 2012 - tested it - worked fine - after a week we decommissioned that box.

we made an image - attempted to pull the image into a virtual Hyper-V and restore the image - we were making slow progress when another admin informed us that he had setup a scanning utility on DHCP and needed it back up immediately - we scrapped our project, and ran the restore.

After the restore we were dishing out addresses - but certain machines were not grabbing addresses.yes we have multiple admins accessing and changing system - can't change that (well maybe after this I can)

The issue we are having is DHCP is running, when I view Address Leases, it shows IP's in the pool being assigned to Machines, expiration dates/times (we have them set for 8 hours), shows DHCP, the MAC address.

When I ping the leased IP, the first line responds pinging x.x.x.x reply from x.x.x.x: Destination Host Unreachable - the remaining lines just show timed out.

Initially I thought it was in the DNS Lookup, so I changed the DNS settings to match a Forward Lookup DNS Server that was already defined on the DC.

Once I did - same reaction, except it gave me the 10.10.10.1 (DHCP server): Destination Host Unreachable message as opposed to the pinged IP

Quick side note - I was able to hard code one of the IP's it showed as leased to MachineX - At that point - MachineX was able to get to the internet, ping back to DHCP, (3) of my DNS (let's say 199.199.x.x)  servers as well as other machines on the (199.199.x.x.) network.

I have seen thiis before, but I can not put my finger on it - as the intial machine has been moth-balled - the admin that performed that duty sat and copied setting by setting, we no longer have that option, but I feel I have set this (and even tried setting up DHCP on 2008R2 server) up correctly - Seriously DHCP on 2008/2012 - how difficult can this be?
