DNS Conditional Forwarder question - DNS server does not have access to the forwarder server

My setup looks like this...

My AD and all my Infrastructure services, including DNS are offsite and cloud based.

My office network is connected to my cloud provider and to these infra services (including DNS) via VPN.

This office network also is connected to a customer site via VPN.

The customer network and cloud network cannot connect to one another (nor do I want them to).

I need to be able force the systems on the office network to use the client network DNS servers to resolve names for systems on the client network.  Remember my DNS servers cannot connect to the client DNS servers.

Is there a way to do this?  I cannot do conditional forwarders for the client domain on my DNS servers as DNS needs to validate first which it cannot as it cannot connect to them.  

Any thoughts on how to do this?
