DNS, DHCP, WINS question

We have a single domain with a Windows 2008 r2 DC and 2 Windows 2003 DC's.  The 2008 r2 DC handles a scope that is half our of subnet addresses and one of the Windows 2003 servers handles a scope that is the other half of our subnet addresses.

When I rename a Windows workstation on our network the DNS is updated right away to the correct name and corresponding IP address.  However, there is another record created in WINS so we have the old record still pointing to x.y.z.1 and the new record pointing to x.y.z.1.  In other words when I rename a workstation I can ping the workstation by the old name and new name.  (and they resolve to the same ip address)  When I deleted the old records from my WINS server I could no longer ping the old workstation name. 

I got impatient waiting on the old record to be deleted from WINS.  I am not sure it would have.  What setting do I need to check that will update WINS when a change is made like this to DNS?  Or, what setting do I need to look at to see when the record would have been deleted from WINS?
