VoIP phones don't appear getting an IP address from a new DHCP Server?

DISCLAIMER: I am a high school student at a school in which the students are the IT department. This is a bit over my head. If I am missing something entirely obvious, then please forgive me as I am very new to this whole server thing. Thanks for your understanding and I appreciate your help.

I was tasked with replacing a domain controller server (DCServ02) that was running Windows Server 2008R2 with one that is running Windows Server 2012 (DCServ02a) and accomplish the same DHCP, ADDS, File Services, and DNS features that the previous server fulfilled. It appeared to be working fine as I simply replicated the configuration of each role on the new server, drives were being mapped to the systems getting addresses and everything was in the correct VLAN et all.

My school has its own VLAN for our VoIP phones, and it appears that the new DHCP server is not serving them addresses. They appear to be the only devices having trouble receiving addresses. Is there some service or role that I need to install for VoIP? Did I miss a simple check box or something?
