ttl value for a zone record does not propagate to other dns server

Hi,

I attempted to change the TTL value for a zone record (the field called "TTL for this record" under the SOA tab) to 15 minutes (0:0:15:0) and the value does not propagate to the other dns servers.  All other changes are propagating fine, such as adding new zone entries, changing dns record values, etc.   Any suggestions?  Just to point out, the default TTL value is 1 hour but that should only affect new zones, right?

Here's what happens: I change the "TTL for this record" value to 15 minutes on dns1 and hit Apply, which causes the serial number to increment by one, then I wait for about 2-3 minutes for propagation to take place.  I then go to the other server (dns2) and check the serial number value and it always matches the current value of the original server (dns1).  However, when I check the "TTL for this record" value of the same zone record on the dns2, the value does not change.  Thoughts?
