QOS Message Delay From *windows server 2008* - the cause was the NIC Team on the server, an OS restart helped - but NOT enough - I need assistance please

I have (in theory) a HUGE amount of available bandwidth between the two hub servers.

Here is what I am ACTUALLY getting, as reported and measured from one of the HUB server:

The production Team "HP Network Team #1" - reports 2 Gb of capacity

                "HP NC360T PCIe DP Gigabit Server Adapter #2"

                "HP NC382i DP Multifunction Gigabit Server Adapter #53"

                #2  is SENDING and RECEIVING

                                Send rate - 1.3 mbps

                                Recv rate - 0.9 mbps

                #53 is SENDING ONLY

                                Send rate - 0.4 mbps

                                Recv rate - 0.07 mbps

This is the reason for the backlog, and even after the OS restart (which helped a little) we are NOT catching up with QOS data.

Who will come to my aid please?
